“The U.S. economy is becoming weaker and is unable to sustain oil consumption at these prices,” James Crandell, a commodity analyst, tells the Times. “But it is still too early to call this a tipping point because of some major risks we might face this summer, like hurricanes or geopolitical events.”

Americans, who hate to be told they must change, roundly condemned Carter's memorable "Crisis of Confidence" speech of July 15, 1979. In it, Carter outlined a program for achieving energy independence: "On the battlefield of energy we can win for our nation a new confidence, and we can seize control again of our common destiny."

He was right in seeking to raise the fleet auto mileage standard to 48 miles per gallon by 1995. (Even U.S. automakers admitted at the time that they could easily achieve 30 mpg by 1985.)

Carter was right in exhorting Americans to turn down their thermostats, even if he did look nerdy in a cardigan while urging us to do so.

In his July 1979 speech, he was right when he said, "I am tonight setting a clear goal for the energy policy of the United States. Beginning this moment, this nation will never use more foreign oil than we did in 1977 —- never." That worthy goal quickly went by the board.

US spells out Fannie-Freddie backstop plan


WASHINGTON - The Federal Reserve and the U.S. Treasury announced steps Sunday to shore up mortgage giants Fannie Mae and Freddie Mac, whose shares have plunged as losses from their mortgage holdings threatened their financial survival.

The Federal Reserve said it granted the Federal Reserve Bank of New York authority to lend to the two companies "should such lending prove necessary." If the companies did borrow directly from the Fed, they would pay 2.25 percent — the same rate given to commercial banks and Big Wall Street firms.

Secretary Henry Paulson said the Treasury is seeking authority to expand its current line of credit to the two companies should they need to tap it and to make an equity investment in the companies — if needed. Such moves will require congressional approval.

"Fannie Mae and Freddie Mac play a central role in our housing finance system and must continue to do so in their current form as shareholder-owner companies," Paulson said Sunday. "Their support for the housing market is particularly important as we work through the current housing correction."

The Treasury's plan also seek a "consultative role" for the Federal Reserve in any new regulatory framework eventually decided by Congress for Fannie and Freddie. The Fed's role would be to weigh in on setting capital requirements for the companies.

Fannie Mae and Freddie Mac either hold or back $5.3 trillion of mortgage debt. That's about half the outstanding mortgages in the United States.

The department, the Fed and other regulators worked in close consultation throughout the weekend after investor fears about the companies' finances sent their shares plummeting in trading last week. Paulson is working closely with congressional leaders to advance his plan as soon as possible as one complete package.

The announcement marked the latest move by the government to bolster confidence in the mortgage companies. A critical test of confidence will come Monday morning, when Freddie Mac is slated to auction a combined $3 billion in three- and six-month securities.

Fannie and Freddie were created by the government to provide more Americans the chance to own a home by adding to the available cash banks can loans customers.

A senior Treasury official said any increase in the line of credit — now at $2.25 billion for each company_ would be at the Treasury secretary's discretion. The same would apply to any equity investment made by the government.

The official, who spoke on condition of animosity, also sought to send a calming message about Fannie's and Freddie's financial shape, saying: "There's been no deterioration of the situation since Friday."

If one or both of the companies were to fail, it would wreak havoc on the already fragile financial system and the crippled housing market. The problems would spill over in the national economy, too.

Paulson on Friday said the government's focus was to support the pair "in their current form" without a takeover.

Hoping to bolster confidence, Senate Banking Committee Chairman Chris Dodd, D-Conn., told CNN on Sunday that Fannie and Freddie are financially sound.

"What's important here are facts," Dodd said. "And the facts are that Fannie and Freddie are in sound situation. They have more than adequate capital — in fact, more than the law requires. They have access to capital markets. They're in good shape. The chairman of the Federal Reserve has said as much. The secretary of the Treasury as said as much."

Last week Fed Chairman Ben Bernanke and Paulson, appearing before the House Financial Services Committee, made a point of saying that the regulator of Fannie and Freddie, the Office of Federal Housing Enterprise Oversight, has found both companies adequately capitalized.

The Hindenburg Omen and the Criteria.

Criteria

The traditional definition of a Hindenburg Omen has five criteria:

* That the daily number of NYSE new 52 Week Highs and the daily number of new 52 Week Lows must both be greater than 2.2 percent of total NYSE issues traded that day.
* That the smaller of these numbers is greater than 75. (this is not a rule but a function of the 2.2% of the total issues)
* That the NYSE 10 Week moving average is rising.
* That the McClellan Oscillator is negative on that same day.
* That new 52 Week Highs cannot be more than twice the new 52 Week Lows (however it is fine for new 52 Week Lows to be more than double new 52 Week Highs). This condition is absolutely mandatory.

These measures are calculated each evening using Wall Street Journal figures for consistency. The occurrence of all five criteria on one day is often referred to as an unconfirmed Hindenburg Omen. A confirmed Hindenburg Omen occurs if a second (or more) Hindenburg Omen signals occur during a 36-day period from the first signal.

Market Strategist Wien: Stocks Are Bottoming

Market strategist Byron Wien says the stock market is in the process of bottoming, and it will perform more strongly by year end.

"I don't know what's going to happen over the next month," said Wien during an appearance on "Squawk Box." "You are in a period now where the market is overshooting on the downside. I do think we're in a bottoming area, at least in terms of a potential rally."

"I think the market will do better later on in the summer. We may go back to test, but I think by the end of the year, the market will be performing more strongly than it is now," he said.

Wien, Pequot Capital chief investment officer, said the markets are rife with negativism: "The investment environment is filled with despair. That's where we are right now, and that's usually where we are at the bottom."

THE TRIPLE BOTTOM FORMATION


Technical analysis divides price patterns into two main types: continuation and reversal.

A continuation pattern represents a pause in the dominant trend. For example, an ascending triangle is often a continuation pattern. The assumption with the continuation formation is that prices will leave the formation in the same direction as they came in. One would therefore expect an ascending triangle to break out to the upside. The pattern therefore has a bullish bias.

A true reversal formation by definition occurs much more rarely than a continuation or consolidation formation. This type of pattern is seen only at major turning points in a market. A reversal formation must have a prior trend to reverse. Either an uptrend will turn into a downtrend, or the reverse will occur.
